PROBLEM TO BE SOLVED: To provide a water-cooled heat pump air-conditioning system utilizing ground heat preventing a heat medium from being frozen, attaining equalization of electric energy and energy saving, eliminating heat exchange loss with high heat exchange efficiency of an underground heat exchanger, and facilitating machining of the underground heat exchanger, excavation of a hole for burying the underground heat exchanger, and burying work. SOLUTION: The water-cooled heat pump air-conditioning system utilizing ground heat comprises the underground heat exchanger 7 buried underground near the ground surface; a heat source water circuit 4 through which a heat medium regulated in temperature by the underground heat exchanger 7 flows; and a water-cooled heat pump type air conditioner 9 performing air-conditioning in an air-conditioned space using the heat medium in the heat source water circuit 4 as a heat source.
