PROBLEM TO BE SOLVED: To provide a base board and a double-floor structure which can control impulsive sound. SOLUTION: The base board 270 is provided with the upper part 272 of the base board, the lower part 274 of the base board and a shock absorbing material 250. A concavity for attaching the lower part 274 is provided to the lower end part of the upper part 272 of the plinth. Then the plate-shaped lower part 274 is attached to the upper part 272 of the plinth by engaging the upper end part covered by the shock absorbing material 250 with the concavity of the upper part 272. When the base board 270 is attached to a wall 180L, a clearance is produced between the part of the lower part 274 other than the upper end part covered by the shock absorbing material 250 and the wall 180L which is located in a rearward position, and between the lower end of the lower part 274 of the base board and a floor surface 160.
