The device has a fixed handle (1) and a movable handle (2). The handle (2) forms an open passage (25) that forms, with an open passage (130), a preset size interval intended for passage of a rope (4), while producing a preset friction between the passages and rope when the handle (2) is in a locked position. A pin (32) moves itself with respect to the handle (2) to regulate the size of the interval.
