The device has a linear solenoid type actuator (10-5) mounted on an end part of a cover (2-2) of an airtight case (2). An oil supply valve unit (9-5) opening or closing an oil supply adjustment hole (8) of a fractionation plate (4) is actuated using the actuator. The oil is provided to a torque transmission chamber when the actuator is not-actuated. The supply of the oil into the chamber is interrupted when the actuator is actuated.
