The invention provides a tape-like structure having electronic luminesce nt features, which tape may be used in the production of other articles such as safety garments. Accordingly, an electronic luminescent strand (EL) is combined wit h a tape such as a reflective tape. In some embodiments of the invention, the ta pe is a retro-reflective tape. In other embodiments the EL is sandwiched between the outer reflective surface of a tape and an inner backing layer.
