The device has an electric battery`s dissipated power evaluation unit (36) with a determination module (46) to find a thermoneutral voltage of an electric battery (10) based on estimation of current charge state and temperature of the battery. The unit (36) has a calculation module (54) to calculate power dissipated by the battery from a difference between the thermoneutral voltage and the voltage measured at the battery terminals. The thermoneutral voltage is measured at the battery terminals if the loss by joule effect and entropy of the battery does not exist. Independent claims are also included for the following: (A) an estimator of charge state of a battery comprising a device to estimate power dissipated by the battery (B) a method for estimating power dissipated by a battery adapted to implemented in a dissipated power estimation device.
