<P>PROBLEM TO BE SOLVED: To process a compressed file at a high speed in an image processing apparatus. <P>SOLUTION: An image is divided into strips and scanned in performing development processing, variable power processing, raster block conversion, and compression processing. In the compression processing, an arbitrary restart marker is output per division unit, and rearrangement of streams is performed to create a compressed file.
