PROBLEM TO BE SOLVED: To prevent a hot source fluid from leaking to a high-temperature regenerator or the urgent stop of heat source-side equipment such as a boiler to which the heat source fluid is supplied by abnormal rise of temperature or pressure. SOLUTION: A flow control valve 36 and an on-off valve 38 capable of full-open/full-close control are serially arranged to a heat source supply pipe 2 for introducing high-temperature/high-pressure steam generated in the boiler 40 or the like to the high-temperature regenerator 1 so that the flow control valve 36 is located on the downstream side of the on-off valve 38, and a controller 30 controlling the opening of the flow control valve 36 and the opening/closing of the on-off valve 38 is set. The controller 30 comprises a control program for setting, upon inputting an operation stop signal, the opening of the flow control valve 36 to zero and outputting a close signal to the on-off valve 38, after setting the opening of the flow control valve 36 to zero, to close the on-off valve 38.
