PROBLEM TO BE SOLVED: To provide a high-frequency magnetic material which can be used in a high-frequency region of 10 MHz or higher, particularly 100 MHz or higher, and has high thermal stability, and to provide a method of manufacturing the high-frequency magnetic material which can realize high yield. SOLUTION: A high-frequency magnetic material consists of metal particles of one of Fe and Co, or an alloy particles based on at least either Fe and Co, and an oxide phase. The oxide phase contains a main phase, consisting of a non-reducible metal oxide and a metal oxide having a larger valence than that of the non-reducible metal oxide.
