PROBLEM TO BE SOLVED: To provide an electromagnetic field generation element capable of reducing the attenuation or delay of a magnetic field, and information recording/reproducing head, and an information recording/reproducing device in high-frequency magnetic recording/reproducing of optical assist magnetic field recording/reproducing based on a proximate field. SOLUTION: The electromagnetic field generation element 100 generates a magnetic field B near a bank-shaped part 141/142 in a narrow part 130 when a current (i) flows through a conductor 110. By emitting light Pi from a substrate 160 side through an optical element 163 to an interface between the conductor 110 and the narrow part 130, surface plasmon Dsp is excited by an electric field vector Ve vertical to the interface, and a proximate field NF is generated near the bank-shaped part 142.
