PROBLEM TO BE SOLVED: To provide a paper sheet carrying device easily removing jamming of paper sheets and preventing shortening of a service life due to jamming. SOLUTION: A block part formed upstream of an image forming apparatus 76 in a paper sheet carrying direction intentionally jams a folded sheet paper 91 which is susceptible to jamming. Compared with jamming of the folded paper sheet 91 in the image forming apparatus 76, removing work of the jamming in the block part is easy. Further, deterioration of the image forming means 76 caused by jamming is prevented, to suppress shortening of a service life of the image forming means 76 caused by the jamming.
