PROBLEM TO BE SOLVED: To provide a communication system in which applications and OSs corresponding to respective on-vehicle devices can be installed or updated even when a CPU, an OS, a memory, etc., are different. SOLUTION: The communication system is equipped with: a server which is fixedly installed; a communication terminal which is installed on a moving body; and a storage medium which is attachable to and detachable from the communication terminal, and the communication system also has: a system information transmitting means of reporting system information of the communication terminal to the server or storage medium before a program is installed or updated; and a CPU which installs or updates the program from the server or storage medium notified by the system information transmitting means. The server selects the program corresponding to the communication terminal according to the information reported from the system information transmitting means, and the storage medium selects the program corresponding to the communication terminal on the basis of the information reported from the system information transmitting means.
