PROBLEM TO BE SOLVED: To provide a controller capable of conforming torque up/torque down control with engagement/disengagement control of a lock-up clutch during step shift of a continuously variable transmission. SOLUTION: The controller for the vehicle mounted with the continuously variable transmission changes output torque of a power source during the step shift of changing a variable speed ratio. It is provided with a step shift detecting means (steps S1-S4, S13, and S14) for detecting shifting contents of a step shift and a start/finish of the sfifting, a lock-up state detecting means (steps S5 and S7) for detecting an engagement/disengagement state of the lock-up clutch, and a lock-up state maintaining means (steps S6, S9 and S12) for maintaining the engagement/disengagement state of the lock-up clutch until the step shift is finished when the start of the step shift is detected.
