PROBLEM TO BE SOLVED: To provide a non-oriented electromagnetic steel sheet which causes adequate grain growth and lowers an iron loss by controlling the number of sulfides, particularly of copper sulfides, without depending on the excessive addition of REM. SOLUTION: The non-oriented electromagnetic steel sheet superior in the iron loss includes copper sulfide particles with a sphere-equivalent radius of 100 nm or smaller, in an amount of 1×10<SP>10</SP>[pieces/mm<SP>3</SP>] or less by number density in a product plate. Preferably, among the above copper sulfide particles, 30% or less of the copper sulfide particles by a number ratio have a ratio of longer diameter / shorter diameter exceeding 2. Further preferably, the non-oriented electromagnetic steel sheet contains 0.5% or less Cu and 0.0005% to 0.03% REM, and satisfies the following expression (1): [REM]×[Cu]<SP>3</SP>≥7.5×10<SP>-11</SP>and as needed, expression (2): ([REM]-0.003)<SP>0.1</SP>×[Cu]<SP>2</SP>≤1.25×10<SP>-4</SP>.
