Disclosed is an inorganic coating composition which enables to form a coating film having excellent transparency, adhesion to a base, hydrophilicity and the like. Specifically disclosed is an inorganic coating composition which enables to form a hydrophilic coating film on an organic base. Such an inorganic coating composition contains (a) silica particles having an average particle diameter of 5-100 nm; (b) a surfactant; (c) a water-miscible organic solvent A which is capable of swelling or dissolving the organic base and has a boiling point of not less than 130°C at an air pressure of 0.1 MPa; (d) a water-miscible organic solvent B which does not substantially swell or dissolve the organic base and has a boiling point of 50-120°C at an air pressure of 0.1 MPa; and (e) water. In the inorganic coating composition, the organic solvent A content is 1-10% by mass , the organic solvent B content is 0-97.2% by mass, the solid content is 0.1-20% by mass, and the water content is 3.5-17 times as much as the solid content.
