PROBLEM TO BE SOLVED: To easily improve a fluid retaining function in a capillary tube seal part RS by a simple composition.

SOLUTION: A restriction flow passage FQ for increasing flowing resistance of lubricating fluid DF is provided to a fluid passage FP to a capillary tube seal part RS from a dynamic bearing part SB in a bearing space formed in a facing gap between a fixing member 15 and a rotation member 21. When impact is added, external leak from the capillary tube seal part RS can be favorably prevented by the flowing resistance generated in the restriction flow passage FQ.
