PROBLEM TO BE SOLVED: To sequentially generate a bit mask array in which a cluster comprising an entry of certain type is larger than the cluster comprising an entry of another type, or it directly adjoins. SOLUTION: When converting a multi-level image (200) into a halftone image (300) using bit mask array (350-0 to 350-255), the halftone image (300) that suppresses the occurrence of a small isolated print region or no-print region is generated. Since a laser printer is bad at drawing a halftone image consisting of a small isolated print region and non-print region, the bit mask array (350-0 to 350-255) is especially appropriate to be used on such laser printers (28 and 32).
