PROBLEM TO BE SOLVED: To allow a mobile phone terminal to surely accept the incoming request of a return call. SOLUTION: When a mobile phone terminal (UE) 1 calls an emergency telephone number to make an urgent speech with a police station 4, and disconnects it, a timer is started in the mobile phone terminal 1, and normal incoming processing is given priority to an incoming rejecting function during the start of the timer. When a return call is made from the police station 4 during the start of the timer, the normal incoming processing is given priority so that the incoming request of a return call can be surely accepted by the mobile phone terminal 1.
