PROBLEM TO BE SOLVED: To provide an information embedded region deciding apparatus and printed matter issuing apparatus in which information embedded in a document image is speedily and efficiently detected. SOLUTION: The information embedded region deciding apparatus comprises a region deciding means (104) for deciding whether information is in a region in which dot patterns with discontinuity in an invisible form is embedded, in image regions of a document image generated by converting a document into an image. When the absolute value of a difference between pixel values of one or more pixels of interest in the document image and pixel values of pixels in the vicinity of the pixels of interest is a first threshold or more and the average value of pixel values of the pixels of interest is a second threshold or more, the region deciding means decides the region as a region wherein said dot patterns are embedded when the result of linear coupling of (1) the absolute value of the difference between the pixel values of the pixels of interest and the pixel values of pixels in the vicinity of the pixels of interest and (2) the average value of the pixel values of the pixels of interest is a third threshold or more.
