PROBLEM TO BE SOLVED: To provide a surface treatment method for aluminum or an aluminum alloy using acidic deep seawater where adverse influence on the environment and the human body is reduced, and also, an anodically oxidized film can be easily formed on the surface of a base material. SOLUTION: Base materials 12, 14 formed of aluminum or an aluminum alloy are dipped into an electrolytic solution obtained by adding the sulfate or nitrate of either or both of silver and copper inside a deep seawater bath of acidic deep seawater 16. Any of AC/DC superimposed current, AC current, PR current of flowing negative waves and pulse waves of flowing negative waves is applied thereto, and electrolytic treatment is performed. By performing the treatment in this way, anodically oxidized films can be formed on the surfaces of the base materials 12, 14, and simultaneously, silver (or copper, silver and copper) can be deposited on the anodically oxidized films. As the base materials, 12, 14, a foil member formed of aluminum or an aluminum alloy or a fibrous sheet member or the one obtained by providing the same with a sheet-shaped base material can be used.
