PROBLEM TO BE SOLVED: To provide a conductive roll constituted in such a manner that powder is rubbed against the surface of the roll to form a powder layer, the application of the powder is judged using glossiness, sticking of toner and added agents to the surface of the roll is reduced, in addition, image failure due to sticking of powder scraped from an electrophotographic photoreceptor is prevented, and satisfactory electrification is ensured from the beginning to the end in durability, and to provide a process cartridge and electrophotographic apparatus each using the conductive roll. SOLUTION: The conductive roll has at least a support member and a conductive covering member. The conductive covering member is formed from a seamless tube containing thermoplastic elastomer. A powder layer is formed on the surface of the roll and the surface is treated so that the glossiness of the roll after the formation of the powder layer is 7.5% or more but less than 12.0%.
