PROBLEM TO BE SOLVED: To provide a portable restraining net spreader and a portable restraining net spreading device surely capturing an object of capture with a simple structure without a complicated sensing function, and effectively and safely working in a near distance or in a narrow place without being legally restricted. SOLUTION: This spreader comprises: a restraining net having a plurality of weights attached thereto; a container having a weight storage part having ejections port for ejecting the weights, and storing the weights, a restraining net storage part storing the restraining net and an eject means ejecting the weights; and a lid covering the weights and the restraining net stored in the weight storage part and the restraining net storage part of the container, the lid being separated from the container at the time of ejecting the weights and the restraining net.
