PROBLEM TO BE SOLVED: To provide a surface treated metal satisfying processability, heat resistance and adhesion at the time of processing each in a high level; a manufacturing method of the surface treated metal; and a coating liquid for suitably fabricating it. SOLUTION: The surface treated metal has, on at least a part of the surface, a coating film mainly composed of an organic polymer compound, an inorganic polymer compound or a composite between an organic polymer compound and an inorganic polymer compound. The surface treated metal is characterized in that, in the above coating film, the other area different from one area in ratios of constituent elements even if the constituent elements are the same, or the other area distinguishable from the one area by the grain boundary and the like even if the constituent elements are the same with the one area is contained.
