PROBLEM TO BE SOLVED: To preferentially perform communication processing of data with real time nature without delay in a communication system using a protocol. SOLUTION: Information in the protocol header of data to be transmitted and received is considered as priority decision information for deciding whether transmission/reception processing is preferentially performed and the information to be preferentially processed is registered, managed and stored as priority data information in combination of the priority decision information. In the transmission/reception processing of the data, the priority decision information is taken out from transmission/reception data and whether it is the data registered as the priority data information is decided.
