PROBLEM TO BE SOLVED: To provide an iontophoresis apparatus with a high administration efficiency of an objective medicine. SOLUTION: In an action pole structure for the iontophoresis having electrodes 4 and 4' and a section 5 containing a medicine, an ion-exchange membrane 6 of which the membrane resistance in 3 mol/L-sulfuric acid solution is 0.3Ωcm<SP>2</SP>or less and the permeability for the medicine measured by the electric current density of 0.5 mA/cm<SP>2</SP>is 0.001μmol/hr×cm<SP>2</SP>or less is disposed between the electrodes and the section containing the medicine. The kind of the ion-exchange membrane can be obtained easily in the manner that a crosslinking polymeric composite is made to permeate a vacant space of a porous film by making the porous film and the crosslinking polymeric composite which generates a crosslinking type ion exchange resin or its precursor by polymerization contact with each other and is polymerized, and an ion exchange radical is introduced when necessary.
