<P>PROBLEM TO BE SOLVED: To provide a new foam having excellent biodegradability, and also having excellent water-treating ability. <P>SOLUTION: The biodegradable foam comprises a biodegradable polymer having an ion-exchanging ability as a resin component. Concretely, the biodegradable polymer is obtained by the quaternarization of a biodegradable foam comprising a polymer obtained by polycondensing triethanolamine or diethanolamine with an aliphatic dicarboxylic acid as a resin component. Water can be purified by soaking the biodegradable foam in the water to be treated.
