SOLUTION: A first particle capturing means 11 is provided in the vicinity of or in piping 15 through which a fluid flows, and the particle sensor 12 and a second particle capturing means 28 are arranged in the vicinity of or in the piping 15 on the downstream side of a flow direction 16. The particles 17 present in the fluid is captured for a predetermined time by the first particle capturing means 11 and released to start the capturing of the particles 17 due to the second particle capturing means 28. Thereafter, the calibration of the particle sensor 12 is performed and the number of the particles 17 reaching an observation region 18 is metered by the particle sensor 12.
