<p><P>PROBLEM TO BE SOLVED: To provide a video distribution system and a method for distributing video capable of reducing the quantity of a data stream to be transmitted without damaging a reproduced image at a time when a screen is shielded and processed partially in a charged digital broadcasting. <P>SOLUTION: A video-signal distribution system has a first compressed coding means for carrying out a compressed coding processing having a high compression ratio regarding a shielded and processed video signal, and a subtraction means for extracting a differential signal between the compressed-coding processed video signal and an input video signal are mounted. A second compressed coding means carrying out the compressed-coding processing having the low compression ratio regarding the differential signal and an encryption means carrying out a specified encryption processing to an output signal from the second compressed coding means.
