PROBLEM TO BE SOLVED: To optimize the coefficient of filtering processing according to an image. SOLUTION: An encoder 1 reads out a pre-filter coefficient stored in a pre-filter coefficient storage circuit 2, compresses it by performing a product-sum operation of an original image and outputs it. A decoder 4 decodes an image by performing a product-sum operation of a prediction filter coefficient stored, in a prediction filter coefficient storage circuit 5 to a compressed image and outputs it. A prediction filter coefficient generating circuit 6 calculates optimum coefficient from the compressed image and the original image by using a least-squares method, and also a pre-filter coefficient generating circuit 3 calculates an optimum coefficient from the original image and the prediction filter coefficient, by similarly using the least-squares method.
