PROBLEM TO BE SOLVED: To prevent a fraud by sharpshooting of a random number by generating the random number using a pulse width modulation (PWM). SOLUTION: The pulses formed by comparing a linear pulse with a non-linear pulse and having changing periods are counted and defined as the random number. This constitution can slightly changes an interval of a rising edge to prevent a big winning timing from being fixed and being an equal interval, thus constructing a safe lottery system.
