The outermost layer of a support surface of a paper reel (8) is lifted and the paper reel is rolled to loosen the outermost layer up to a termination portion where the outermost layer is cut. Adhesive tape is affixed to the next layer and the paper reel is rolled until the support surface is returned to the starting position. An Independent claim is also included for a paper reel preparation apparatus.
