PROBLEM TO BE SOLVED: To provide a network connecting device capable of being connected to an external network, while constructing a simply structured private network, at the same time, and to provide a residence provided with the same. SOLUTION: The network connecting device 1, connected to the external network (the Internet), while constructing the private network (LAN) at the same time, is provided with a network termination unit 2, provided at a termination of a communication line of the external network for converting between a signal transmitted through the communication line and an electrical signal, a router 3 for connecting the external network coupled to the network termination unit 2 to the private network and performing intermediating processing therebetween; and a supply delay circuit 6, provided to a power supply line 5 for supplying power to the network termination device 2 and the router 3 so that starting power supply to the router 3 is made to be delayed to the network termination unit 2.
