PROBLEM TO BE SOLVED: To obtain a magnetic recording medium having excellent starting operation properties and durability and excellent spin-off characteristics. SOLUTION: In the magnetic recording medium wherein at least a magnetic recording layer, a protective layer and a lubricant layer are sequentially layered on a non-magnetic substrate, the protective layer or the lubricant layer is subjected to surface treatment by using gas activated by plasma generated by pressure in the vicinity of atmospheric pressure and a recording region 63 to be a region where recording and reproduction to the magnetic recording layer are performed is selectively subjected to treatment by the plasma. In the manufacturing method of the magnetic recording medium, the plasma is glow discharge plasma and the gas contains at least one or more elements selected from a group composed of nitrogen, oxygen and argon.
