PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus in which picture quality of a visible picture recorded in an optical disk can be improved. SOLUTION: This apparatus is a recording and reproducing apparatus provided with an optical pickup 4 recording or reproducing information for an information recording plane of an optical disk 51, a spindle motor 3 rotation-driving the information storage medium when information is recorded or reproduced for the information recording plane of the optical disk 51, and a thermal head 5 provided at a picture recording surface side of the optical disk 15 and recording a visible picture in a picture recording surface, also the apparatus is provided with a motor 6 for printing rotation-driving the optical disk 51 when the visible picture is recorded in the picture recording plane of the optical disk 51, and a system controller 21 in which information is reproduced from an information recording surface of the optical disk 51 and rotation speed of the motor 6 for printing is controlled based on the reproduced signal.
