PROBLEM TO BE SOLVED: To provide a floor material for flooring, which improves sound insulating properties by bringing about fusion between fibers through the use of a thermally fused fiber so as to enable the fine control of the degree of ventilation required for sound insulating performance, and which makes peel strength excellent and enables a reduction in the amount of adhesion by improving adhesion to the flooring, and a manufacturing method for the floor material. SOLUTION: A thin film 4 with adhesion properties is superposed on the side of the layer 2 of a short-fiber layered body 1 where a high-melting point fiber layer 2 and a thermally-fused fiber layer 3 are confounded and integrated with each other and to which a predetermined amount of binder is imparted by being immersed in a binder solution; a spunbonded nonwoven fabric 5 is thermally bonded and integrated in the state of being superposed on the thin film 4; and fluff binding and fine air holes are formed by fusion between short fibers on the surface of the thermally fused fiber layer.
