<p><P>PROBLEM TO BE SOLVED: To provide a nonvolatile semiconductor storage device which can make its circuit small in size and save power consumption. <P>SOLUTION: A semiconductor storage device 1 is provided with a nonvolatile memory cell in which data writing is restricted to a prescribed logical value. When data "10101010" written to a first memory core MC1 is rewritten to data "01010101", the data writing includes the writing of the logical value "1", which is reverse to the prescribed logical value, and consequently a deleting operation is required, and restriction occurs to the data writing. In this case, a changing operation for changing a memory core to be selected to a second memory core MC2 (data "11111111") is carried out by rewriting a pointer value stored in a pointer memory PM instead of executing the deleting operation.
