PROBLEM TO BE SOLVED: To prevent a falsification for a specific area of image data or an unauthorized access from a third party, and to permit a change for other areas. SOLUTION: An electronic watermark embedding device is provided with a determining portion determining whether or not an area includes a character for all display areas indicating all areas where image data is displayed, making an area having being determined to be a character a character determination area, making other areas non-character determination areas, and specifying a range of each area, and determining an area where an electronic watermark is embedded from the specified area, and an embedding portion embedding the electronic watermark into the determined area.
