A transmitter wherein the peak power occurring in a transport signal can be efficiently reduced. A baseband limiter means (11) subjects the digital signals of transport carriers to a peak reduction process in the baseband. Band limiting filter means (A1-An) subject the peak-reduced digital signals of carriers to respective band limiting processes. Quadrature modulation means (C1-Cn) subject the band-limited digital signals of carriers to respective quadrature modulation processes. An adding means (12) adds together the quadrature modulated digital signals of carriers. An intermediate frequency limiter means (2) multiplies the signal of addition result by a weighting window function in accordance with the detected peak magnitude and subjects it to a peak reduction process. At this moment, in a case of consecutive occurrences of peak reduction processes, the weights of the window functions of the following peak reduction processes are reduced so as to avoid over-suppressions.
