PROBLEM TO BE SOLVED: To switch an unclamp cylinder in proper timing to hold and release a spindle tool even in the case of performing the tool replacing operation at a speed different from the speed of controlling the unclamp cylinder using a mechanical valve mechanically interlocking with a tool replacer to hold and release the spindle tool. SOLUTION: The mechanical valve 21 and a solenoid valve 26 are serially connected to the unclamp cylinder 9. A pilot valve 25 is parallel-connected. In this configuration, at the time of low-speed tool replacement operation, the mechanical valve 21 is switched to the left passage state by the pilot pressure from the pilot valve 25, and in that state, the passage state of the solenoid valve 26 is switched to control the supply of pressure oil from a pump 27 to the unclamp cylinder 9. Switching between the pilot valve 25 and the solenoid valve 26 is performed by detecting the control timing set in a setting means 32 according to the turning angle data on a tool replacement shaft motor 11 corresponding to the low-speed tool replacement speed.
