PROBLEM TO BE SOLVED: To distribute a pre-load force between a plastic part and the sleeve and a face pressure as predetermined by improving a device which is provided with a screw 2, a sleeve 5, and a support part 1, keeps the sleeve 5 received in a through-hole 4 of a plastic constitution part 3 with the screw 2 rushing in a facing hole 11 of the support part 1, and is coupled with the support part 1 by a fixing means with a screw head 6 carrying a stopper ring 7, and used for fixing the plastic constitution part 3 situated on the opposite side to the support part. SOLUTION: A plastic constitution part 3 has at least one web 8, and on at least one side of a through-hole 4, the web 8 juts out over the surface of the plastic constitution part 3. The thickness LS in the axial direction of the plastic constitution part 3 including the web 8 is more increased in size than the length LH of a sleeve 5 and the thickness LK in the axial direction of the plastic constitution part 3 without the web 8 is more decreased in size than the length LH of the sleeve 5.
