PROBLEM TO BE SOLVED: To provide a bill dispenser capable of setting transaction operation based on a transaction type and a denomination in compliance with an installed storage and capable of increasing/reducing the number of installed storages. SOLUTION: A circular bill conveying passage 501 (501a-501k) passing through a bill determination part 3 and conveying a bill in one direction is arranged. Along the bill conveying passage, a combination of respective storages optionally selected from a deposit storage 6, a withdrawal storage, a recycle storage 8, a rejection storage 9, and charging/collecting storage 11 is arranged, and according to a setting condition of the selection and combination, an operation method can be set.
