<P>PROBLEM TO BE SOLVED: To provide a wireless communication system having a communication means for suppressing power consumption of a second communication device in a system provided with a one-to-N wireless communication system. <P>SOLUTION: A first communication device 100 notifies of the start/stop of one-to-N communication by using control data when starting the one-to-N communication. Consequently, the second communication devices 200, 210 control the start/stop of reception of a user data region in a wireless radio wave.
