PROBLEM TO BE SOLVED: To provide a motion vector detector for preventing erroneous AE correction even if the average luminance level between frames to be corrected is approximate. SOLUTION: In the motion vector detector, the average luminance corresponding to respective image data from an image pickup device is obtained by an average luminance operation section 43a, and two average luminances obtained by the average luminance operation section 43a are compared by a proximity determination section 43b. Then, when the difference between the two luminances is determined to be larger than a prescribed value, the flicker correction coefficient for each frame and that of each frame are set to the same value at an evaluation region flicker corrector 47 and a reference region flicker corrector 48, when the difference between the two luminances is determined to be larger than a prescribed value and to be equal to or smaller than a prescribed value, respectively.
