PROBLEM TO BE SOLVED: To provide an access controller capable of maintaining higher security than in the conventional practice. SOLUTION: A phase determining part 14 step of this access controller 1 receives a command as an instruction from an operating user and reads phase information in a unit of a series of processing at the time of receiving the command from a determination condition storing part 12, and an access control part 13 reads information of access authority associated with a combination of the information of the operating user instructing the received command and the read phase information and recorded in an access authority storing part 11 and determines whether or not to execute processing to an access target object shown by the command received as the instruction from the operating user on the basis of the access authority.
