PROBLEM TO BE SOLVED: To increase the accuracy of predicting the function scale of software development; to facilitate the specification of a portion where the function scale has either increased or decreased; and to reduce the man-hours required. SOLUTION: The input of specification information is accepted for each component of software, and at an appropriate stage that matches the specification clarity of each component, the function scales of each component and of the entire software are measured. If specification information about a previous stage is inputted, specification information that can be continued from the specification information about the previous stage is created. The editing and additional input of the specification information created are accepted and the function scales of each component and of the entire software are measured again.
