PROBLEM TO BE SOLVED: To provide a signal monitoring device of a printed circuit board for verifying the design function of a hardware and a software by flexibly monitoring the state of an electric signal line between devices on a trial production printed board and inside the device, and to provide its method. SOLUTION: The signal monitoring device 220 for monitoring a signal state of the signal lines 211, 212... arranged on the printed circuit board 200 comprises a setting jumper switch and a setting register 221 for selecting monitoring lines to be monitered from the monitoring lines 231, 232, 233, 234... led out from the signal lines 211, 212..., and a switching means 222 for outputting monitoring signals from the selected signal line.
