PROBLEM TO BE SOLVED: To avoid continuously using a specific frequency which is used when a mobile station receives data, prevent traffic concentration after the data are received, and effectively use radio resources in a service in which a base station simultaneously broadcasts multimedia contents to a plurality of mobile stations. SOLUTION: A radio controller 30 comprises a cell selector 31 configured to select a cell to use by the mobile station after data reception, and a mobile station controller 32 configured to control the mobile station to communicate by radio using the cell selected by the cell selector 31.
