PROBLEM TO BE SOLVED: To easily produce a cyclotriphosphazene derivative containing <50ppm residual halogen. SOLUTION: The method for producing the cyclotriphosphazene derivative comprises a first reaction process in which hexahalogenated cyclotriphosphazene is reacted with a phenol salt in cyclopentyl methyl ether at a temperature ranging from -30°C to 80°C to obtain partially substituted halogenated cyclotriphosphazene and a second reaction process in which the partially substituted halogenated cyclotriphosphazene is reacted with a 4-cyanophenol salt in cyclopentyl methyl ether at a temperature ranging from 20°C to the boiling point of cyclopentyl methyl ether.
