PROBLEM TO BE SOLVED: To realize traffic light control more rapidly following a sharp fluctuation of a traffic situation while reducing influence of a fluctuation error of a traffic flow by a change of a traffic light color. SOLUTION: A central device 1 and a terminal device 11 control traffic signals a1, a2, b1, b2 installed in a crossing CR1. The devices 1, 11 obtain traffic situation information from vehicle sensors g1-g4 of respective inlets of the crossing CR1. The central device 1 obtains a split and a cycle length of the crossing CR1 on the basis of the information. The central device 1 and the terminal device 11 control the traffic signals according to a value of the split and the cycle length. The central device 1 obtains the value of the split and the cycle length of the crossing CR1 to be reflected in each cycle on the basis of the information of a period between prescribed intermediate timing in a cycle two cycles before the cycle and prescribed intermediate timing in a cycle one cycle before the cycle.
