PROBLEM TO BE SOLVED: To obtain a disease and insect pest controller that protects plants from diseases and insect pests in cultivation of an organic agricultural product (JAS), depends on neither a conventional antibiotic nor a synthetic antimicrobial agent, consequently does not cause a fear of health when taking the agricultural product into which the agents permeated and provides a safe agricultural product that is in no way inferior to an agricultural product using agrochemicals and is not damaged by insect pests. SOLUTION: The disease and insect pest controller composition comprises an insecticide containing an insecticidal component derived from plants composed of one or more kinds of hinokitiol, Chrysanthemum cinerariaefolium, neem oil, Pieris japonica, pepper, Guinea pepper (capsaicin), cinnamon oil (cinnamon) and an extracted liquid of Sophora angustifolia and allyl isothiocyanate or an allyl isothiocyanate-containing substance. The disease and insect pest controller composition comprises the allyl isothiocyanate or the allyl isothiocyanate-containing substance that is composed of an emulsified liquid dispersed in water together with castor oil and/or a sorbitan-based emulsifying agent.
